Description:
Interview with poll worker at a poll station that didn't have a voter roster. Instead, he had voters without ID use provisional ballots; those with ID used sample ballots and could vote with them but on a different precinct's machines (two precincts were located in the same polling place). Voters who were unable to vote in the right precinct couldn't vote on a measure that was not on the ballot in the other precinct.
